No. Bear is a census-designated place in unincorporated New Castle County, so the county's Department of Land Use issues building permits there. Its office is at 87 Reads Way in New Castle, phone 302-395-5400. Part of the Bear area carries Newark 19702 mailing addresses, but that does not put you inside Newark's city limits or under its permit office.
